This means that a report generated by ENERGY STAR Portfolio Manager, summarizing the annual energy and water performance of a building, will be required (by law) to be submitted annually – it will no longer be tied to financial transaction.
Compliance is required for energy and water consumption benchmarking for privately owned buildings from as small as 20,000 sq. ft., including commercial, multi-family and even industrial. The ordinance also requires buildings to be audited every 5 years.

In an email announcing the vote, the LA Department of Building and Safety stated, “EBEWE will make certain our building stock is well maintained, reduce energy, water and greenhouse gas emissions citywide, create jobs, and save Angelenos money.”
We hope so. Failure to comply with the ordinance shall subject the building owner to noncompliance fees as specified in the LA Municipal Code.
